Preamble
The Global Agents Syndicate (GAS) exists to unite, represent, and advance the professional interests of education agents worldwide. At the foundation of that mission sits a simple conviction: the quality of an agent’s advice directly shapes the trajectory of a student’s life.
This Code of Ethics is not a compliance checklist. It is the professional standard that every GAS member agrees to uphold — a commitment to the students we serve, the institutions we partner with, the governments whose rules we operate under, and the colleagues with whom we share this industry.
This Code draws from and extends the principles of internationally recognized frameworks, including the London Statement, the BUILA National Code, the Australian ACE, the AIRC Best Practice Guidelines, and the ALTO Guidelines. Where those frameworks speak to minimum standards, GAS aims higher — because our members are the best in the world, and the best are held to more.
Scope and Application
This Code applies to:
- All GAS Associate, Professional, and Fellow members
- All staff, counsellors, and representatives acting on behalf of a GAS-accredited agency
- Any individual completing GAS professional development or accreditation programmes
Membership of the Global Agents Syndicate constitutes formal endorsement of this Code. Breach of its principles is grounds for suspension or revocation of GAS membership and accreditation status.
The Eight Principles
GAS members are held to eight core principles in all dealings with students, families, institutions, governments, and fellow professionals.
The GAS Code of Ethics is a two-way commitment. Agents agree to uphold the highest professional standards. In return, GAS formally declares and defends the following rights of every education agent:
| 1 | The right to fair, transparent, and timely commission payment from all partner institutions. |
| 2 | The right to written agreements that clearly define terms, commission rates, and dispute resolution mechanisms. |
| 3 | The right to accurate and current institutional information to advise students properly. |
| 4 | The right to professional respect and recognition as a legitimate, contributing stakeholder in international education. |
| 5 | The right to contest, appeal, or escalate disputes with institutions through defined and fair processes. |
| 6 | The right to operate without coercion, exclusivity demands, or retaliatory delisting by institutions. |
| 7 | The right to access professional development that keeps pace with regulatory and market changes. |
| 8 | The right to collective representation in policy discussions that affect the agent sector globally. |
Enforcement and Accountability
GAS takes ethics seriously. Endorsing this Code is a condition of membership — and breach of its principles carries consequences.
Reporting a Breach
Any student, institution, colleague, or stakeholder may report a suspected breach of this Code to GAS at global-agents.org/ethics-complaint. Reports will be treated confidentially and reviewed within 14 working days of receipt.
Investigation Process
GAS will conduct a fair and proportionate review of all complaints. The member subject to complaint will be given a full opportunity to respond before any determination is made.
Outcomes
Depending on the severity and nature of the breach, outcomes may include:
- A formal written warning placed on the member’s GAS record
- Mandatory remedial training through the GAS Learning Hub
- Suspension of GAS membership and accreditation status pending corrective action
- Permanent revocation of GAS membership and public removal from GAS Beacon
- Referral to relevant regulatory or law enforcement authorities where criminal conduct is suspected
Appeals
Any member subject to a disciplinary determination has the right to appeal to the GAS Ethics Review Panel within 21 days of notification. The panel’s decision is final.
